Environmental Justice Element of Unincorporated Alameda County
Alameda County's Environmental Justice Element
In response to Senate Bill 1000 (Levya, 2016), the Alameda County Board of Supervisors adopted the Environmental Justice (EJ) Element of the County General Plan on August 8, 2024, via Resolution R-2024-600. The EJ Element represents a shared value statement between the community and Alameda County, and affirms the commitment of the County and its agencies and departments to work cooperatively toward a just and inclusive future for the residents of the unincorporated communities. The 2024 EJ Element updates and replaces the 2015 Community Health and Wellness Element for Ashland and Cherryland, which is archived here.

Alameda County's EJ Priority Communities
The Board of Supervisors has identified the unincorporated communities of Ashland, Cherryland, Hayward Acres, San Lorenzo, and southwestern Castro Valley as the County's EJ "Priority Communities". These communities are pictured on the map below.
EJ Element Implementation
January 2026 Update: A draft of the first annual EJ Element Implementation Status Report is now available for review and will be discussed at the following public hearings (subject to change):
- Eden Area MAC: January 13, 2026
- Castro Valley MAC: January 26, 2026
- Board of Supervisors' Unincorporated Services Committee: January 28, 2026 (pending approval)
- Planning Commission: February 2, 2026 (pending approval)
