The Auditor-Controller Agency, Office of Contract Compliance & Reporting (OCCR), is the oversight agency for Countywide contract compliance.
OCCR is responsible for:
- Administration of County Contract Compliance Policies and Procedures, and County's compliance system, Elation
- Compliance Monitoring Oversight
- Subcontractor utilization requirement/achievement review prior to awarding, amending, and closing out contracts
- Follow up with County Departments responsible for monitoring contract compliance in Elation
- Approval of Federal Grant Fund SLEB Waiver requests
- Approval of SLEB Subcontractor Substitution requests
- Review and response to bid protest appeals as the final step of the appeal process
