The Auditor-Controller Agency, Office of Contract Compliance & Reporting (OCCR), is the oversight agency for Countywide contract compliance.

OCCR is responsible for:

  • Administration of County Contract Compliance Policies and Procedures, and County's compliance system, Elation
  • Compliance Monitoring Oversight
    • Subcontractor utilization requirement/achievement review prior to awarding, amending, and closing out contracts
    • Follow up with County Departments responsible for monitoring contract compliance in Elation
  • Approval of Federal Grant Fund SLEB Waiver requests
  • Approval of SLEB Subcontractor Substitution requests
  • Review and response to bid protest appeals as the final step of the appeal process
